Guidelines for designing ethical digital platforms for civic participation
URBASOFIA have released a new document titled “Designing Ethical Digital Platforms for Civic Participation: How to Build Social Media that Serves Democracy.” Developed within the framework of the INCA Project, the guidelines present a comprehensive roadmap for cities seeking to build digital platforms rooted in democratic values, transparency, and public accountability.
Drawing on extensive stakeholder consultations, focus groups, and qualitative research, the authors provide concrete recommendations for public institutions and civic actors on how to design and govern digital platforms that strengthen democratic participation.
The document introduces a practical and iterative roadmap for platform development, emphasizing co-creation, transparency, and ethical governance at every stage. The guidelines identify key areas for ethical platform design, including stakeholder engagement and co-design, content creation and moderation, accessibility and usability, democratic functionality, governance structures, data protection, funding models, and continuous monitoring and evaluation. In each of these areas, the document highlights common structural shortcomings of mainstream platforms such as data extraction, opaque moderation practices, and centralized corporate control, and proposes alternative approaches grounded in public ownership, data minimalism, inclusivity, and accountability.
Overall, the authors aim to provide cities and public institutions with a practical framework for reclaiming democratic governance in the digital age. By embedding principles of co-ownership, transparency, and ethical accountability into platform design, the INCA guidelines seek to empower communities and support the development of citizen-centered digital infrastructures across Europe.
